22" of snow at IAD on President's Day 2003

Personal experience:

It was President's Day 2003. 22" of snow at IAD.
It was so bad that I must have driven at 10 mph all the way to the airport from Maryland - the snowplows couldn't keep up especially in the early morning. And this was on the major highways: I-270 and I-495

Dad had an 11:15 flight out on NH001 IAD-NRT. Flight finally took off at 4pm. Airports were continually being closed and reopened in the area throughout the day.

So based on above experience, IAD should function through 2-4 inches of snow
