Yep, that sounds like what used to happen in Nashville for the couple of winters I lived there. All it usually took was a possibility of 1" or more of snow for the following day, and schools and businesses would close, people would like up in grocery stores to buy bread and milk, and general chaos would ensue. It's all in what you're used to....
