IAD should be prepared for a snowstorm that one would define as normal. Decent visibility and no ice and a reasonable rate of snowfall.

If it snows in Amsterdam, Tokyo or Houston where heavy snow is not common, even a few inches can reek havok for days.

MSP/DTW/YYZ should be very prepared for snow.
Heck, just a weather forecast predicting any snow might be enough to shut down IAH for 24 hours. Panic and bedlam in the streets as the confused residents of the city flee white death from the sky
