I think you might have it backwards: I have found CLE to be much easier for upgrades than either EWR or IAH.
That's what I meant to say... my experience has been that CLE has always been a virtual lock for Gold upgrades, except for CLE-IAH... 16/16 this past year on CLE-SFO and CLE-LAS with Gold.
