I think they were talking about Fukuoka when the figure 20 million was mentioned. But yes, Haneda is unbelievably busy, and it is the more remarkable because it doesn't "feel" busy, and it is far from the CF that similar-sized (or much smaller) airports are like (e.g. JFK, EWR, LHR, or LAX). One of my favorite airports. Fukuoka is probably about the size of LGA.
