I prefer the Four Seasons to both the Peninsula and Oriental after having stayed at all 3 properties. The Pen is very nice; the Oriental, to me, seemed as if it were resting on its laurels; but the Four Seasons has been virtually flawless each time. The Deluxe Suites are very nice and should come in well within the OPs budget.
Another property to consider, though I have yet to stay, would be the Sukhothai.
I haven't stayed at the FS, but it was recently redone and looks really nice according to the website. The thing I don't like about it though is it's not on the river. I just love waking up and looking out onto the river and having breakfast outside and all.
The Sukhothai has also been redone, I believe. Celadon, their restaurant, is possibly the best Thai restaurant in the country. GO THERE FOR DINNER. Service, though, is mediocre.
