In order to stop in CUN , you would need to fly

SAT-DFW-CUN-GDL

If there was a flight from CUN-GDL, then you could indeed have a stopover in CUN, however if there are currently no valid carriers operating the route then it is a route which you cannot use.

They are no saying that you are not permitted to do it, just that there currently are no flights for that city pair
