Dulles Taxi is located in Sterling VA (http://www.dullestaxi.com/) and
has nothing to do with Washington Flyer Taxi at the airport.

If you called Washington Flyer Taxi for a pickup to the airport and they send a local taxi to get you (and you are unhappy with the result), I would certainly complain to MWAA about it.
