When is one safe from being bumped ?

A question prompted by another thread that I recently started about an oversold flight ...

At what point do they start to decide who might be bumped, and does Joe Public with a cheapo ticket and no status have any means of minimsinig the risks ?

If they decide on the victims at more than T-24, will OLCI / PYOB be disabled for the chosen few ??

Barring the completely unforseen (e.g. a plane going tech and two full flights being blended into one, if they do that ?) does OLCI lessen / remove the risks and how about if someone has printed their boarding pass ?

Do people actually get bumped as late as the gate or will it always be before that time ?
