Maybe a heavy pilot (as opposed to myself a low time piston pilot) can chime in here.

If you are too high and too fast, shouldn't you execute a go round? Given the tower had warned of poor braking and shifting winds, the pilots own instincts given the conditions they were in, they should have been doubly prepared for a go round.

Could this be a case of pilots' pride not wanting to abort the landing and go round?

As to TSB wanting clear rules for such conditions, how can you possibly write rules for all conditions? You can't. Common sense, knowledge and training have to come together.
