Except the Travel Agent line that Delta has won't let the TA make the change. The TA is entirely dependent on DL to allow the change at all. Again, from what other people have said in this thread, this may be a function of the system used to ticket the flight (not all travel agents run SABRE) and as such may not actually be an error that is fixable.
