This does not seem to be an exception. A PE friend traveling CGK AMS in Y last Monday found all exit rows unavailable upon internet check in, whereas in truth only a single seat had actually been taken, and apparently paid for. KLM seems to think it is better to show those seats as unavailable to PE/GE so as to not have to give them away for free.
I hear from the local station manager here that the entire seat choice system is not - yet? - a big success and that passengers who are actually paying for these seats are few and far between, at least on the CGK KUL AMS route.
