I also called ANA again for further clarification, the rep I spoke with called the Okinawa ticket counter to clarify....because I have an international same day connection in Tokyo they will allow 23kg per bag, up to 2 bags. I must show my Int.ticket at the ANA counter during check in. I am so relieved.
