Not sure if these domestic charges apply since your tickets are considered international, but according to ANA's Japanese language website excess baggage charges are (per kg):
Tokyo – Okinawa 650yen
Tokyo – Fukuoka 500yen
Fukuoka – Okinawa 450yen
According to the same website baggage allowance for domestic flights is 15kg and the above charges apply to checked baggage between 15kg and 45kg.
