Did you contact them? Did they not try and resolve your particular problem? Can't really tell from your post whether they have a problem delivering to Germany or you are having an individual problem receing IF in Germany. Usually it's a matter of working with the many post offices that handle that magazine in between they releasing it and you receiving it. If you didn't get the assistance you wanted (after allowing them a chance to look in to and try to fix your problem) you might try writing a letter to the Editor.
