I just priced out EWR-ORD-FRA on AA, no problem boooking fare basis IRHOL for $3017.30 all-in 12/30 - 1/6. This is the lowest published AA business class fare for the city pair, and prices without a surcharge for exceeding MPM.

Routing via DFW, however, does generate a surcharge for exceeding MPM.
