ACH transfer is better than check, but still it's not fraud free. For example, you can deposit a bad check in your checking account and you get a part of it as available balance. ACH would work on this but it will go bad and one of the two banks will be screwed. There are many scenarios where ACH transfer is not perfectly fraud free.
