No, not so much. There are no formal programs for intercontinental upgrades on OneWorld partners to AA elites. Operational upgrades happen but they are so rare you shouldn't plan on it.
CX does op-up AA elites quite often. Having said that, op-ups almost only happen when a lower cabin is overbooked. As a CX DM, I have not had an op-up in the last 11 flights because the flights were not overbooked (just almost full
