Good management would not have employees standing around in the public view. "Down" time can be utilitized for training, equipment upkeep/cleaning, etc.
These are public employees employed (and idle) at our expense, and we have every right to be critical.
Do the TSOs at each airport have suitable break rooms? I.e. close enough to the duty stations to be practical, pleasant enough that one would want to be in them on a break, close to a restroom, running water for cleaning cups and dishes, a small refrigerator for lunches, etc.?
