The Roxy Hotel in Soave, Italy has a completely free mini-bar. Unfortunately I didn't know this until we checked out. When we arrived, there were two bottles of Soave and I think two bottles of red wine with lots of chocolate and cookies. My traveling companion drank a couple of beers from the mini bar. When we checked out and mentioned the beers, they said, oh everything is complimentary.

On the other hand, at the Meridien St. Julians on Malta, the minibar had all the candies attached with something that looked like a small clothes pin and the bottles were placed in a contraption that had a hole for each bottle. The note on the minibar menu said that if anything was removed from the minibar it would be immediately charged to the room. Then it said, if you'd like to use the minibar to store personal items to call the front desk for ideas.
