At some other brands at least, it's a fixed small fraction of the property-specific REVPAR as long as occupancy is below a certain agreement-specified level. However, if the night's occupany rate rises above the agreement-specified level, then the redemption reimbursement amount rises to a much higher dollar amount that more closely mirrors the prevailing rate for ordinary guests.
The PH Chicago, I believe is owned by Hyatt corporation, perhaps that's also a factor in the agreement.
