More like "We're sorry, the bar-code scanning computers are down, so we had to close the checkpoints. All flights are canceled."

Once the system is running it will be unimaginable to operate without it. Think of the security risk.

That's what CPB does. When the network is down, they're down, and you can't get into the country.
