I can see checking and but saying it likely wouldn't make the flight, but this seems a bit excessive.
I think he just missed the cut off for bags. It's 45 minutes prior in PHX.
If the agent would have checked the bag and it didn't make it, then it would have counted as a "missed bag" for US and would affect their numbers with the DOT, etc.
It would have also came back to bite the US agent as the missed bags are tracked to whichever agent logged the bag in the computer system. Agents are subject to disciplinary agent for checking bags late without a Supervisor's or Manager's approval.
