I can duplicate that.

Taxes haven't been in the range of $12-30 a ticket on a R/T US-Mexico for some time.

There are several fixed fees (not a % of ticket price) as listed by KVS. In this matter the government of Mexico doesn't care if one is departing on a $200 ticket or a $1500 ticket.
