The lodging companies need to pay these people something above the lowest going rate and entice the housekeeping staff to do better jobs.

I can attest that it is next to impossible to find good housekeepers these days willing to work for less than $20 an hour(no bennies) as I have been looking to hire a full timer that has decent language skills,is legal,has references,and is fit for work.
Also a lot of the houskeeping staffs are jobbed out to contractors-no longer employees of the hotels
