My understanding is that EU compensation would be payable unless BA can show that the cancellation was caused by "circumstances beyond their control". As this was LGW the reason for the cancellation was probably that they did not have enough crew to operate the flight. It seems worth submitting a claim and if BA contends that the cancellation was caused by circumstances outside their control then they should be able to prove their point.

I also thought that compensation should be paid in cash at the time of the cancellation, if BA has failed to pay on time it would also seem reasonable to add the costs of recovering the outstanding amount (in time etc). to the amount of the claim. This might prompt BA to stop playing fast and loose with the EU Regs.
