What is the deal with Off-Peak Saver award tickets?

I thought award ticketing worked like this: The award tickets would be available until all award seats on said flights were ticketed.

The usair website seems to be a little schitzo on this - one week the flight i want to take is available (r/t PHL-LGW 35k), the next it is not (r/t 100k), now all of a sudden I can book it again (for 35k or 47.5k if I want envoy on the way home). All the while I am waiting for 9000 miles to post from a milage transfer so I can book this damn ticket (should post within the next 2 weeks).

I think I will just stress myself out if I try to track this award availability. Does anyone have any rhyme or reason to this flighty availability?
