I have done this for my folks for a stay in DC. I don't remember if they needed a Cert, but I do remember calling the MR phone number and getting it done there. It was not a problem and you will have everything taken care of before the day of their arrival.

It is much easier to take care of things in advance. Then you don't have to worry about a problem arising the last minute.
