I flew in the bulkhead seat 3D on the A319 a few days ago, and it was great. The entire bulkhead row on this plane is the same in terms of legroom. The wall in front of you is curved, so you get plenty of room to stretch out. I'm assuming that row 4 on the A320 is exactly the same. The only downside is that it's very difficult to watch the inflight entertainment, as the screen is almost directly above your head. Not a problem for me, as I never watch the movie anyway. (I still haven't recovered from the Julia Roberts month of June...)
