Because that's the bean-counter culture. I don't have to 'convince the higher ups' - They're already convinced. If I want to book a 'standard queen' at a Marriott, I can. I can't book a suite, and if there's a Marriott and a Doubletree down the block, and the Doubletree is cheaper, that's where I get put.
However, I'm put on the cheapest flight. That's just how it is.
