I'm a former resident of the 6eme, and what I was told, and I make no claims as to its correctness, is that two is the norm, and three is for folks from Brittany. YMMV.

As for Italy (background - I'm an Italian citizen), it's two, but I'd argue with the fact that it's only very close friends - it's appropriate between acquaintances of the opposite sex if you haven't seen each other in a while.
