That's very strange that you're not seeing it... I did not get the impression that this was targeted. Indeed, my wife is also an eBates member and she has the same offer. Other than that... I dunno. All I can say is that the two accounts to which I have direct access have this offer, and clearly at least one other person (wendy1214) does as well. Not sure why you're not seeing it, though you might want to email eBates and find out what they have to say.

EDIT: You know, you're right. There appears to be new fine print on the Tell-A-Friend page that either wasn't there before or I just didn't see it. OOPS! The fine print says:Sorry, pgary, I didn't see that restriction earlier. Clearly, the offer is targetted, although I don't know how they're choosing the targets since my wife got one, too, and she's never referred a friend in the past.

I've amended the OP to note that this appears targeted, although since wendy1214 was a new registrant and also received the offer, perhaps new registrants are eligible for it by default since they enrolled through the promo in the first place.
