9F. I wasn't going to complain, but pre-flight, the FA asked if something was wrong because she saw me continually adjusting my seat. I mentioned it and she got someone to fix it. A short while later, after it was still broken, she asked me how my seat was and I said no better. They came out and "fixed" it the second time by permanently locking it at an 80 degree inverse.
