Pardon my ignorance and/or scheming, but can't 1K's use this to get Y fares on overbooked flights, show up at the airport, get the compesation (first on DM list!), and then cancel. If they flight turns out to be not overbooked, they can just get a full refund since its a full fare...
Sorry if I upset your moral guidelines, i'm thinking in a purely theoretical sense.
