http://www.visa.com/extras). On the Personal Platinum card you earn three points per dollar of purchases. That yields a 0.6% return if redeemed for cash and up to 0.75% if redeemed for gift certificates (maybe there are better options, but I didn't see them).

I ultimately decided to get a Pentagon Federal card due to its better overall rewards scheme. If I were just getting a card solely to use for international transactions, then the Commerce card would be better, but I also want to be able to use the card in the US for gas, merchants that don't accept Amex, etc.
Thanks for the info. I don't use penfed domestically anyway, and commerce bank visa sounds better suited to me.
commerce net reward: 0.75%
penfed: 1.25-1%=0.25%
cap1 gives net 1%, but I am willing to pay 0.25% for a better service.
