Commerce has a solid reputation and has brick & mortar branches if you need service (if you are in their region). If you aren't in their region, I'm not sure they're very keen on having you as a customer.

Their rewards program is Visa Extras (http://www.visa.com/extras). On the Personal Platinum card you earn three points per dollar of purchases. That yields a 0.6% return if redeemed for cash and up to 0.75% if redeemed for gift certificates (maybe there are better options, but I didn't see them).

I ultimately decided to get a Pentagon Federal card due to its better overall rewards scheme. If I were just getting a card solely to use for international transactions, then the Commerce card would be better, but I also want to be able to use the card in the US for gas, merchants that don't accept Amex, etc.
