I called Chase CS (1-866-422-6566) & tried to get the 20K after first purchase card and they said "no way". Best offer he had was 15K (and the fee not waived) since I had not been mailed a special offer.

This rep. gave me the number (1-888-428-2273) for the Business Card dept. and I called them. Same thing. I asked to speak to a super. & he told me he could make a note in my app. that I would not accept the card if I couldn't get the fee waived but I could only get 15K miles. I told him "Thanks, but no thanks".

Now I just have to decide it the 20K offer that is floating around is worth the $90 annual fee. 20,000 miles CO>AMTRAK>CHOICE>SWA would probably work best for me.
