I have some paper 500 mile upgrade certs I'd like to make into E-Certs, just so I don't have to carry them around with me. Can I take these to a CTO and have them turned into E-Certs?

I called the PremEx desk with this question, and they transferred me around a few times, and the best they could do for an answer was "It sounds like something a CTO should be able to do, but we can't give you a definite yes."

Anyone have experiences doing this, or trying to?
