If this was about ease of handling; wouldn't the demand be to have them open at the photo page, since this seems to be what your much-feted travel document check is supposed to be travel document checking?

And what exceptions to what rule are you writing of? (Seems that was the OP's original question ???) Is "the rule" at the "travel document check station"

now to check for visas in all non-American passports?

Thanks for accepting that the full spectrum of views makes this a better forum.

It's beyond my imagination that any question could be posed where the answer would be more complete (ie better) by restricting any alleged TSO's input.
