It must be the specific routes / flight times that you pick that give you such a hard time upgrading, or it might be that on some of your flights, schedule changes without a properly reissued ticket did not make your upgrades go through.
The international upgrade program Delta offers is definetely much worse than what many other carriers have; but certainly not the domestic upgrades...
Agreed, the domestic upgrade process is better than most. Seems the OP must be on heavily traveled routes. I've been upgraded 25/29 times this year, with most of them clearing at the 3-day window (GM). Now that I think about, all of my upgrade except 2 cleared at the window versus the gate.
