Marriott is a business. If the event is profitable enough (and believe me, the event is paying handsomely for this priviledge I'm sure), Marriott is free to adjust their rules as they see fit - they're a private business.

I'm sure there is, at a minimum, tens of thousands of dollars in revenue coming to them for hosting this event. Which one of us who is in business wouldn't adjust our normal business practices if it meant bringing in a very large amount of business.
All true, but policy is policy and in NY, law is law.

I am sure someone took a healthy bribe to make this happen
