Airlines have to comply with the Air Carrier Access Act.

Service animals are defined as animals individually trained to provide assistance to an individual with a disability. Seizure alert animals are also considered service animals. Dogs are the most common type of service animals, but there are other trained service animals, including but not limited to monkeys and miniature horses. Customers traveling with emotional support animals must have documentation from a licensed doctor or mental health professional stating the animal is required for therapeutic purposes.

Therapy animals are defined a family pets that are trained and registered through therapy organizations. Therapy animals typically make goodwill visits to nursing fscilities, hospitals etc. Therapy animals should be handled identical to other pets that are accepted for travel including appropriate charges.
