Most here consider it a waste to use eVIPs on domestic itineraries with the exception of transcons (since most eVIP holders are EXPs, their domestic upgrades usually clear and require no stickers). If yours are expiring, rather that using them on domestic trips, it might be more beneficial for you to go to CC and see if you can enter into a mutually beneficial exchange with someone who has an abundance of miles.
Let me see if I understand you.

If I am flying LGA-DFW-PHX round trip, for 30,000 miles I can get that confirmed into F at the time of booking.

Can I do that with e-VIPS?

Can I do that for my girlfriend as well?
