shell account: an account on a unix box that lets you log into a shell
putty: a windows secure shell program
tunnel: pass info to/from your browser through the shell account so that you look like you are coming from the unix box
Basically it adds up to a free vpn like connection.
All in all, you probably want to use the publicvpn
