The only card required to use a PIN is the EC card. Regular CC do not require PINs with Deutsche Bahn ticket machines.
There is on at least at Duisburg Main Station which asked for my PIN (it's one, which is not the usual one in blue-red-wahtever color) which had the touch screen display not on top but in the middle.
