I am not an expert but what is quite scary is if this "PayPass technology" is the really an RFID chip.
As for as I know that would mean everybody is tracable at every second.
If this is the case I am wondering where this will end? People don't seem to care. The card would be useless indeed then as I would leave it at home too.

It's a made up excuse, because the "new" partner is a subsidiary of the old partner, BayernLB. I think there is more to the story than they are telling us.
I don't think any refunds etc. will be lost. Cancelling a business card is a standard use case, so I am sure provisions are in place to either wire the money to your bank account, or to move them to the new CC. But changing the CC number for all recurring payments is a major PITA. And if the new CC comes with an RFID chip, I'll have to leave it at home.
