Reminds me of the numerous ridiculous conversations I have had with companies in the lower 48 who want to charge extra for "foreign" postage/shipping to AK.

The 7.50 flat fee is part of the US Transportation tax and is charged each way.

Then a % is charged on top of that, but its less than the 7.5% that those travelling in the lower 48 pay....so generally works out in favor of the passenger.
