YQB will probably get YQB-YYZ and YQB-YYC service.
It's now been four years since it first talked about providing limited interlining to carriers like CX, BA and AF, but it can't even get this act together. Once it can interline luggage, it can enter into commercial agreements that deal with selling domestic legs, and thus offer a lower tarriff than AC does.
What's the rush? We're flying as full as we ever have and we're doing just fine without any significant interlines. They're knocking at our door, not the other way around.. And FWIW (not like you care) we've been doing a full interline (bags tagged with both carriers' flights & bags transferred on the ramp) with China Airlines for about six months and a limited interline for about a year.
