Well, 4 of the 3 stars, 5 of the 2 stars, and the rest one stars, so ya do the math. Tough call on whether the stars were "deserved", so many kinds of food and styles of presentation, but overall directionally correct.

For example, I had lunch today at Le Bernardin, which is one of the 3 star restaurants in NY, and is it 3x times better than Ristorante Honda (1-star)? Well, maybe not 3x but at least 2x, but it is 4x the price, so Tokyo remains better value for money.
