First time in Tokyo, heh? The usual trick is to navigate based on the Yamanote line (Green JR Rail line, circling Tokyo). So....

IC Tokyo Bay, near Hamamatchu st. on Yamanote line.
CP Metropolitan, near Ikebukuro st. on Yamanote line.

Both excellent hotels, in easy reach from the train station -- although IC is a class above CP, which is in renovation at the moment (although I *think* it's nearing the end now....).

IC ANA Tokyo is near the Emperors palace, and NOT on the Yamanote-line...which, by definition, means less convenient access to public transport. Also excellent. Go for a club-room, the lounge is nice, good food, good people, nice views.
